Stepping Up: A Framework for Public Sector Leadership

Public sector organisations are vital players in building a sustainable future. Every aspect of their role - from education to environmental services, from planning to social care - shapes how people live.

Forum for the Future’s guide, Stepping Up, sets out how these organisations can create better services for their citizens and customers by taking a sustainable approach - the public value case for sustainable development.

Forum for the Future has worked with public and private sector organisations for over a decade. More and more companies are starting to understand the business case for sustainable development and the opportunities it offers. But we’ve found the public value case has been made much less clearly, and public sector organisations are still primarily driven by legislative compliance and cost reduction.

There are some patches of good practice within the public sector, and good case studies are emerging which show how organisations can use sustainable approaches to develop better services, but truly joined-up approaches are rare.

Stepping Up contains:

  • an analysis of the public value case for sustainable development;
  • a leadership spectrum, which allows organisations to understand how far they have progressed in embedding sustainable development;
  • a model for public sector organisations to take action on this agenda;
  • case studies showing how other organisations have put sustainable approaches into practice.
