As part of Forum for the Future’s Engineers of the 21st Century programme, the Highways Agency, Network Rail (supported by RSSB), Atkins and Balfour Beatty have written a framework for whole-life management of carbon in major infrastructure projects.
The framework is aligned to project management processes commonly used in road and rail infrastructure projects. The concept of whole-life carbon is applied by managing carbon in the pre-design, design and construction activities, whilst continually considering the carbon that arises during the maintenance, operation, use and decommissioning of the asset. For effective carbon management, the focus must then be on the most significant, most controllable and most reducible carbon emissions to deliver real reductions.
